OEL-1: Observer Evaluation Layer
All public-facing ZOA products currently operate at OEL-1 (Observer Evaluation Layer, Stage 1). This stage governs what can be accessed, how outputs may be used, and the authoritative status of all rendered content.

Allowed
- check View and reference pre-computed artifacts and demonstration outputs
- check Reference outputs for educational and research evaluation purposes
- check Share and discuss publicly available materials with attribution
- check Submit feedback and research access requests through official channels
Prohibited
- close Treating any output as authoritative, operational, or decision-grade
- close Submitting user data, topologies, or external inputs for processing
- close Reconstructing, reverse-engineering, or deriving operational systems
- close Representing OEL-1 outputs as validated or production-ready analysis
info Non-Authoritative Posture
All outputs rendered at OEL-1 are non-authoritative. This classification has specific meaning within the ZOA operational framework:
Observer-Only
Outputs are for observation and evaluation only. No claims of operational validity are made or implied.
Ledger-Bound
All artifacts are bound to the evaluation ledger and cannot be detached for independent operational use.
Non-Reconstructive
The underlying systems, models, and methodologies cannot be reconstructed from public outputs.
